Some western roads, such as the Rio Grande and the Union Pacific, adopted hooded 3-light signals early on.   However, in the modern era, they've become the signal of choice for almost all upgrade and retrofit projects across nearly all North American railroads.  The hood makes the indications easier to see, and prevents stray sunlight from causing phantom indications.  It also helps to keep snow off the signal.  These particular models represent a modern version that uses aluminum masts and brackets. 

This particular model has the walkway and platform on the left side, which would mean it's intended to be mounted on the left side of the track from the train crew's point of view.  The walkways are mounted on the outside, away from the track, to help keep signal maintainers safe.
